Major NOAD Workbook and XML Schema Update -- 60-Day NoticeIndicator

In accordance with Executive Order 14168, the U.S. Coast Guard is updating gender-related data elements for Notice of Arrival/Departure (NOAD) submissions. This update requires changes to the underlying data structure and will introduce a new workbook (version 8.0) and XML schema (version 4.0) for all email submissions, NOAD web service submissions, and eNOAD imports.

This update is expected to be completed on December 9, 2025. Prior to the implementation date, 90-, 60-, and 30-day notices will be posted to the NVMC portal. Drafts of the new workbook (version 8.0) and XML schema (version 4.0) will be included with these notices. Do not use versions 8.0 or 4.0 before the implementation date; submissions using these formats will be rejected.

After the implementation date, all email submissions, NOAD web service submissions, and eNOAD imports must use the new workbook or XML schema. Previous versions will not be accepted after implementation.

Key Changes
Renamed Field: Gender will be renamed to Sex.
Accepted Values for Sex: Female, Male.
New Workbook (version 8.0) and XML Schema (version 4.0): Required for all email submissions, NOAD web service submissions, and eNOAD imports after the implementation date.
