Barge NOAD RequirementsWho is responsible for submitting Notices of Arrival/Departure (NOADs) for barges? The owner, operator, master, agent, or person in charge of a towing vessel that is controlling a barge or barges is required to submit an NOAD; to include barges that are operating below Mile 235 on the Mississippi River. An NOAD must contain the information required for the towing vessel and each barge being towed (§160.203(c)).
Where do I put the towing vessel and barge information in the NOAD? The towing vessel name should be used in the reporting details and the barge name and Official number should be entered into the comments section or cargo details section of the NOAD.
What vessels are exempt from filing an NOA? If not carrying certain dangerous cargo or controlling another vessel carrying certain dangerous cargo, the following vessels are exempt from filing an NOA:
• Towing vessels and barges operating solely between ports or places in the continental United States as per 160.204 (a) (5) (iii).
